Local authorities should work with partners to develop integrated networks of continuous, attractive and safe routes for walking and cycling to widen accessibility and capitalise on their potential environmental, social and health benefits. A high priority should be given to routes linking residential areas with schools, hospitals and other community services. Local authorities should ensure that proposals and schemes for new developments incorporate high quality pedestrian and cycle facilities, including secure cycle parking. When considering improvements to the region’s transport networks, scheme promoters should take the opportunity to enhance walking and cycling routes wherever possible.
